Plan and conduct special studies.

·         Plan and conduct special studies.
·         Provide technical assistance and support to management in a variety of matters relating to planning activities.
·         Develop, implement, and monitor management information systems.
·         Develop new and recommend changes to existing issuances and directives.
·         Evaluate the applicability and effectiveness of new or proposed legislation, executive orders, agency directives, and other agency decisions on organizational operations, managerial programs and requirements.

·         Serving as the liaison to the program office, acquisition office, and budget office to provide program technical assistance in the administration of procurements and budgetary functions that assist RPD in carrying out its mission.
·         Coordinating the final budget submission with various offices and communicating new budget parameters to interested parties, as well as synchronizing the budget request against other documents, such as the Annual Acquisition Plan.
·         Serving as a Contracting Officer Representative (COR) and Government purchase card official with responsibilities to support RPD operations. Performing procurement administration functions that include handling a variety of actions and problems relating to the purchase and receipt of goods and services
·         Conducting briefings and preparing comprehensive reports to keep managers advised of project progress, findings, and recommendations.

  • Developing procurement plans by reviewing previous history, market conditions, and specifications or technical data packages
  • Preparing written requests for proposals, publicizing the requirements, issuing solicitation documents, analyzing the offers received, preparing negotiation positions, negotiating cost, fee, or profit as well as technical issues and drafting final contracts
  • Performing cost-price analyses to develop negotiation strategies and ensuring bidders are in compliance with federal regulatory guidelines
  • Investigating circumstances and recommending actions when the contractor is not in compliance with contract provisions
·         Developing and recommending policies, guidance, and directives;
·         Assisting in planning, developing, and coordinating briefings, presentations, and meetings;
·         Using analytical techniques and statistics to assess issues related to management processes, systems, or support programs.

·  Conducting detailed analysis of complex functions and work processes such as production standards, workloads, and appropriate staffing levels;
·  Developing guidance on management evaluation techniques; and
·  Developing manuals and directives covering the administrative programs.
·         Implementing and coordinating management programs
·         Developing and evaluating policies in program areas in addition to evaluating new or modified legislation that will have an impact on agency programs
·         Providing oversight on new policies with managers and top-level officials
·         Assisting in or developing management information systems focusing on long and short range plans, policies, or programs
·         Provide responses from travelers submitted through the DHS Traveler Redress Inquiry Program and congressional offices.
The KSAOs are:
·         Knowledge of analytical tools and methodology for management issues and programs

·         Developing and recommending policies, guidance, and directives;

You qualify for the GS-13 level if you possess one year of specialized experience at the GS-12 level or equivalent performing duties such as:
·         Planning, scheduling, and conducting projects aimed at improving efficiency or effectiveness of program operations;
·         Planning and conducting special studies of management programs; and
·         Preparing comments and impact statements related to the review of major programs.
  • Representing the organization at meetings, on agency committees, panels, and other leadership discussions to brief on program operations and progress.
  • Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives.
  • Selecting and applying program evaluation and measurement techniques to determine the extent of compliance with rules and regulations issued by the agency, or measuring and evaluating program accomplishments.
  • Conducting surveys, interviews, and research to gather information to resolve program/project issues identified in information systems; determining root causes of problems and recommending solutions to management.
  • Overseeing, developing, monitoring and executing actions required to successfully complete assigned projects.
  • Providing recommendations in the development of long range strategic and short range tactical organizational goals and objectives, and defining human resource requirements for the office/organization.
  • Preparing and presenting white papers, policy documents, and other materials for senior leadership review that may impact broad OSO programs and operations.
  • Assessing program operation efficiency, effectiveness, and viability; implementing a Human Resources Incentive Program to field operations and providing internal guidance and procedures to program offices.
  • Developing, implementing, and executing professional program and project plans; anticipating, developing and delivering reports and management briefings; developing and maintaining OSO leadership reports on staffing requirements.
  • Utilizing Microsoft Word, PowerPoint, Access, Excel, Project or VISIO, or comparable software programs to develop project plans, databases, presentations and schedules, and evaluating and reporting accomplishments.
